PROJECT OUTLINE

Redleaf Group was engaged by Bundaberg Regional Council to prepare a comprehensive cultural heritage and native title duty of care assessment for the proposed carpark upgrade at Banksia Park, Woodgate. The assessment aimed to address statutory obligations under the Aboriginal Cultural Heritage Act 2003, Queensland Heritage Act 1992, Native Title Act 1993, and relevant Commonwealth and State legislation. The process included a detailed desktop assessment, local history review, heritage register/database search, preliminary land tenure and native title investigation, recommendations for risk mitigation, and procedural advice to ensure compliance and cultural heritage protection.

KEY TASKS

  • Desktop assessment of statutory and non-statutory heritage registers/databases for Aboriginal and non-Indigenous cultural heritage values
  • Historical land use analysis, aerial imagery review, and local history research
  • Risk categorisation in accordance with Duty of Care Guidelines and Section 232 of the ACH Act
  • Preliminary native title investigation, including land tenure history and stakeholder identification
  • Recommendations for risk management, including site induction, finds procedure, site protocols for unexpected discoveries
  • Advice on field survey and Traditional Owner consultation for high-risk areas
  • Preparation and submission of a comprehensive assessment report to inform project planning and regulatory compliance
