PROJECT OUTLINE
Redleaf Group was engaged by Toowoomba Regional Council to deliver comprehensive cultural heritage and native title duty of care assessments across four downstream sites related to the Cressbrook Dam upgrade and maintenance program. The aim was to identify and manage Aboriginal and non-Indigenous heritage risks and native title obligations, supporting statutory compliance for bridge, culvert, and weir upgrades. Services included desktop analysis, field surveys, traditional owner liaison, heritage risk categorization, and tailored management recommendations under the Aboriginal Cultural Heritage Act 2003, Queensland Heritage Act 1992, Native Title Act 1993, and associated regulations.
KEY TASKS
- Desktop assessment of local, state, and Commonwealth heritage registers, historic land use, and Aboriginal heritage databases
- Field survey of all sites to verify desktop findings, with landscape, vegetation, waterways, and historical infrastructure risks mapped and documented
- Categorization of Aboriginal heritage risk (Duty of Care Categories 3–5) and targeted recommendations for Traditional Owner consultation and engagement for relevant sites
- Review of non-Indigenous cultural heritage values, including site management procedures for potential archaeological finds and historical artefacts
- Native title tenure research for all works areas, including assessment of extinguishment in freehold, road, and watercourse parcels
- Preparation and submission of duty of care assessment reports, including detailed recommendations for site protocols, management of unexpected discoveries, and compliance monitoring
- Liaison with statutory authorities, Traditional Owners, and project stakeholders to ensure transparent, best-practice heritage management across all sites
