PROJECT OUTLINE
Redleaf Environmental was engaged by Munna Creek Solar Farm to assess cultural heritage and Native Title risks at the proposed solar farm site prior to construction. The review included desktop searches of state and federal heritage registers, local government planning schemes, and two archaeological field surveys—one in partnership with the Kabi Kabi People and one with technical advisors. The area has a rich Indigenous and pastoral heritage, with multiple artefact scatters, remnant mature trees, historic bridge footprints, and a child’s grave identified.
KEY TASKS
- Desktop assessment of known Indigenous and non-Indigenous heritage values in partnership with the Kabi Kabi First Nation Traditional Owners
- Field surveys (October 2023 and March 2024) with Kabi Kabi representatives and technical advisors, including cultural burns and grader scrapes to improve ground visibility
- Documentation and mapping of identified heritage values, including stone artefacts, significant trees, historic bridge locations, and an infant grave
- Native Title assessment regarding site tenure, scheduled/registered claims, and recommendations for procedural notifications
- Development of mitigation protocols, including exclusion zones, reburial procedures, artefact management, and buffer recommendations
- Active, ongoing consultation and negotiation for a Cultural Heritage Management Plan (CHMP), with both statutory and collaborative agreements
- Recommendations for staged works, monitoring, and communication protocols between proponent, Traditional Owners, and contractors
