PROJECT OUTLINE

Redleaf Group was engaged by GHD to assess potential risks to Aboriginal and non-Indigenous cultural heritage values associated with the Nudgee Beach Boardwalk Upgrade. The project included a statutory and non-statutory database review, field survey, assessment of ground disturbance and historical land tenure, and application of the Duty of Care Guidelines under the Aboriginal Cultural Heritage Act 2003 (Qld). Consultation and monitoring were coordinated with Turrbal People representatives to ensure ongoing compliance and best-practice management.

KEY TASKS

  • Desktop assessment of Indigenous and non-Indigenous heritage registers and statutory databases
  • Historical land use and tenure review, including aerial and cadastral imagery
  • Consultation and field survey with Turrbal People representatives
  • Identification and mapping of Aboriginal cultural heritage sites within 1 km of the project (none within the works area, several in adjacent wetlands)
  • Evaluation and categorization of ground disturbance and landscape features
  • Cultural heritage risk assessment using Duty of Care Guidelines
  • Native Title and ILUA status review; confirmation of negative Native Title determination
  • Development of management protocols (monitoring, induction, signage, site procedures) and reporting for project compliance
