PROJECT OUTLINE
Redleaf Environmental was engaged by Harrison Infrastructure Group to assess the potential cultural heritage risks associated with pavement reconstruction at Gowrie Street, Kingsthorpe. This assessment comprised a desktop search of Indigenous and non-Indigenous heritage registers, a Native Title analysis, a site field survey, risk matrix assignment, and recommendations for mitigation. The purpose was to ensure compliance with the Aboriginal Cultural Heritage Act 2003, Queensland Heritage Act 1992, Native Title Act 1993, and other statutory obligations, guiding works to avoid impact on both known and potential cultural values and listed sites.

- Desktop assessment of cultural heritage registers and environmental context
- Native Title compliance review and status determination for road parcels
- Field survey to verify known and undocumented cultural heritage values and record site images
- Risk assessment and Duty of Care matrix for works footprint and adjacent sensitive areas
- Recommendations for avoidance of two locally listed heritage buildings (General Store & Memorial Hall), including no-go zones and noise/vibration monitoring
- Cultural heritage induction protocols and stop-work procedures for newly identified finds
- Compliance documentation, procedural recommendations, and escalation for unexpected discoveries or impacts
