PROJECT OUTLINE
Redleaf Group was engaged by QBuild to undertake a comprehensive cultural heritage and native title duty of care assessment for proposed works at 36–38 Outie Street, Horn Island. The study included both desktop review and on-ground field survey, involving direct consultation with the Cultural Heritage Party (Kaurareg People Ngurupai). This work responded to regulatory requirements under the Torres Strait Islander Cultural Heritage Act 2003, Queensland Heritage Act 1992, Native Title Act 1993, and Environment Protection and Biodiversity Conservation Act 1999. Key objectives included identification of heritage risks, verification of register data, landscape analysis, and development of practical recommendations for compliance and cultural heritage protection.
KEY TASKS
- Desktop review of statutory and non-statutory heritage databases, land tenure, historic aerial imagery, and previous disturbance
- Systematic field survey of works area, including a site walkover with the Cultural Heritage Party (Kaurareg People)
- Mapping and identification of Aboriginal cultural heritage attributes within/near the site (shell middens, historical places, large remnant tree)
- Risk categorization (Category 4–5) based on register proximity, ground disturbance, and advice provided through Party consultation
- Direct management recommendations, including monitoring new ground disturbance, inductions, and tree removal ceremonies as prescribed by representatives
- Non-Indigenous heritage search and impact assessment (no significant values or requirements identified for this site)
- Detailed Native Title assessment, confirmation of freehold tenure (likely extinguishment), and consideration of local ILUA coverage
- Preparation and submission of duty of care assessment report, including all appendices and protocols to support regulatory compliance and site management
