PROJECT OUTLINE
Redleaf Group was commissioned by Western Downs Regional Council to undertake a comprehensive Cultural Heritage and Native Title Duty of Care Assessment for planned service works and side tracks at Bundi Road, Wandoan. The assessment comprised both a desktop review and an on-ground Aboriginal Party site survey, delivered in collaboration with the identified Cultural Heritage Party for the area. The scope included legislative searches, risk mapping, site-specific recommendations, Native Title clarity, and on-site cultural heritage induction and training for all personnel. The outcomes ensured the protection and management of Aboriginal and non-Indigenous cultural values, with clear protocols for ground disturbance, accidental finds, and ongoing engagement.
KEY TASKS
- Desktop review and register/database checks for Aboriginal and non-Indigenous cultural heritage
- Aboriginal Party consultation, on-ground site survey, and clearance process with IMAN People 2
- Native Title register review, ILUA review, and compliance recommendations
- Cultural heritage risk categorisation (Duty of Care Categories 3–5) and mapping for works areas, remnant vegetation, and watercourses
- Preparation and delivery of on-site cultural heritage awareness induction/training for construction crews and site management staff
- Protocols for exclusion zones, site-specific buffer distances (bottle trees, scar trees), and monitoring during high-risk ground disturbance
- Establishment and communication of finds procedure for accidental discoveries, in line with statutory guidelines and best practice
