PROJECT OUTLINE

Redleaf Group was commissioned by Lockyer Valley Regional Council to conduct a Cultural Heritage and Native Title Duty of Care Assessment for the Grantham Township planning area. The multidisciplinary investigation combined desktop research, statutory heritage register/database searches, comprehensive field survey, risk categorization, and recommendations for management and compliance. The assessment covered Aboriginal and non-Indigenous cultural heritage findings, risk mapping, legislative assessment (Aboriginal Cultural Heritage Act 2003, Queensland Heritage Act 1992, Native Title Act 1993), and protocols for impact mitigation that will guide works in historically and culturally sensitive areas.

KEY TASKS

  • Desktop appraisal of statutory/non-statutory heritage registers and environmental context
  • Field survey documenting Aboriginal artefacts, culturally modified trees, and non-Indigenous heritage values
  • Cultural heritage risk assessment and mapping of Category 3–5 areas
  • Recommendations for consultation with registered Cultural Heritage Parties for Category 5 (high risk) and Category 4 (moderate risk) areas
  • Legislative compliance review for the township’s planning phases and statutory notifications
  • Native Title analysis to confirm status for freehold and road parcels
  • Development of management protocols, site inductions, and finds procedures for all personnel
  • Guidance and recommendations for staged consultation, systematic heritage management, and future land use planning
