PROJECT OUTLINE

Redleaf Group was engaged by Toowoomba Regional Council to assess the potential cultural heritage and native title risks associated with the development of mountain bike trails in Jubilee Park, Toowoomba. The assessment included a comprehensive desktop review, field survey, land tenure analysis, risk matrix, and recommendations for mitigation, with consultation of the Western Wakka Wakka people (cultural heritage party for the area).

KEY TASKS

  • Desktop research of Indigenous and non-Indigenous heritage registers and local histories
  • Field survey and GPS mapping of cultural heritage values including artefact scatters and Depression-era camp features
  • Consultation with Western Wakka Wakka people and negotiation of Cultural Heritage Field Agreements
  • Assessment of known heritage values and risk categorization for Aboriginal and non-Indigenous places
  • Recommendations for monitoring ground disturbance, interpretive signage, and avoidance protocols
  • Native Title analysis and procedural rights assessment for activities in reserve land
