Toowoomba Regional Council commissioned Redleaf Group to complete Cultural Heritage Due Diligence reports for numerous road packages, including Oestreich Road in Wellcamp. Aboriginal cultural heritage values were identified in the area on databases and registers, necessitating a field survey. Risk assessment was applied to the project area, highlighting areas of potential Aboriginal significance that may be harmed due to proposed works. Mitigation measures were recommended to Toowoomba Regional Council to minimise harm to Aboriginal cultural heritage within the project area. 

• Conduct desktop assessment using registers and databases to identify existence of Aboriginal and non-Indigenous heritage values
• Complete risk mapping and provide recommended mitigation and measurements to reduce harm to cultural heritage values
• Undertake a field assessment, documenting site conditions and high-risk areas using photography and data with geographic information systems
• Native Title compliance analysis and tenure verification
• Field survey to confirm known and undocumented values; record site images
• Risk matrix and Duty of Care assessment for works footprint and adjacent areas
